I am writing in opposition to the requirement that an Email address must be provided for license renewal for Part 97 amateur radio operators. This rule will create a disincentive for radio amateurs to re-apply for their licenses. For older radio amateurs, hams as we call ourselves, the requirement to have an Email address may be a burden. Why? I personally know two older hams who have made decisions regarding their personal computers. One made the decision to continue the process of purcasing new software and hardware in order to maintain an internet presence. The other decided to abandon his personal computer rather than learn a new and awkward operating system. These older radio amateurs are valued for their dedication to and knowledge of ham radio. Personally, I plan to move away from an internet connected personal computer. In the future I will go to the local library on the occasions that I need to do so. The time, cost and effort needed to maintain a secure internet presence at home just isn't worth it to me. However, not all licensed amateurs will have easy access to a free-to-use computer. I happen to live in an area where I do have such access. I wonder what the personal computer of the future will be like. Will Email become less common and more expensive? I am paying $5 a month, my free Email account at fastmail.us was canceled. In conclusion, I urge the FCC to continue section 1.913's exemptions to mandatory electronic filing. Please consider Part 97 licensed radio amateurs, those who are in the amateur service are one-hundred percent volunteers.
