The current amateur radio station identification requirements are not burdensome at anytime including an emergency. My call-sign for example requires only 1.5 seconds to speak normally and if spoken phonetically requires only 3 seconds. A "net control operator" announcing the call-signs verbally or automatically does nothing to connect that call-sign to a particular station. If there are many operators on a frequency how would one be able to associate a call-sign with a particular transmission? If the petitioner really wants to affect a meaningful change he should lobby the manufacturers of transceivers to include an automatic CW ID feature.
