I request and require that the Federal Communications Commission to uphold internet nuetrality including Title 2 oversight for Internet Service Providers, Mobile Data Carriers, and all other participants in data transfer networks.  Furthermore, all data downloads and uploads should be provided at the highest possible speed to all users at all times regardless of their location or the location of the data sender/recipient.
