To the Honorable FCC Chairman Ajit Pai, I am writing about the E-rate program (C2) budgets. This budget should include assured access to filings for E-rate programs so that big and small libraries alike may able to provide the best equipment for their patrons. As a library page, I encounter many of our local patrons using our computer systems for a wide range of reasons---from playing games to applying for new jobs to conducting scientific or historical research about their families, the area, or some other avenue. I have witnessed and gotten to know several patrons that are there weekly---if not daily. They are eager to learn the technology, to pursue their knowledge online, and to contribute to the community with their findings. One man has spent months working on a gemological table and story about his family and their roots---a worthy story for Americans to know. In my library, we have some computer systems that may need to be upgraded. However, it takes time to draft proposals that meet state, local, and federal requirements. Simply because some libraries may not be applying for this particular program does not mean that it is failing. For some libraries, this may take time for them to assess what they need and how to approach funding---either through local or state methods or through applying for an E-rate program. For many, the access to the Internet and to computer technology can only be done at their local libraries. For patrons to get the best out of those services, the current C2 E-Rate process for budgeting should remain in place and be expanded upon accordingly. I urge the FCC to uphold E-Rate (C2) so that libraries can continue to better serve their communities in the 21st century and beyond. $2.30/per square foot for each library that applies certainly cannot be too much to ask for all the access it provides to the public in the long run.
