I've been a VE for 21 years. I've seen 7 year-old's pass the Tech test. The pass rate for all age groups is very high, and the few who fail usually haven't put enough effort into learning the material. The current Tech exam is not unlike the old Novice entry level license. Prior to 1987, the Tech exam was the same exam as the General. Thirty years of simplification have made the Tech pretty easy to pass. Any CERT member could easily learn all they need to pass the Tech in a weekend class. Hams are supposed to know something. A license should mean more than a cereal box prize. I see no need for a "simpler" Tyro license. The only part of this proposal that hits the mark is the "mentor" requirement. We see far too many people who pass the test, but didn't "learn" anything. A recent licensee wanted to know how to use his Baofang on HF. But I see no reasonable way to enforce this. All we can do is have clubs actively engage new hams to continue their education.
