I regret that I oppose RM-11828. Although encouraging new Technician licensees to get on the air and to progress to General or Extra is important for the Amateur Radio Service, allowing Technicians access to digital modes would merely substitute one hurdle (interfacing a computer to an HF transceiver) for another (learning CW). Furthermore some digital modes are already experiencing congestion on 40 and 80 meters at certain times of the day. What would make more sense, I think, is allowing Technician licensees limited voice privileges on 40 and 80 meters. But that's not what RM-11828 proposes.
