I am an Amateur extra lisence holder and a pervious arrl member.
This proposalis NOT necessary and should not be approved.
The current lisence structure and privledges are correct and shoud NOT be changed.
This will not create any more train, qualified operators, if lisenced people want more band privledges, then all they have to do is to upgrade themself by taking and passing the GENERAL exam element. 
It is not at all difficult to upgrade, as  the questions and answers are readily available.
Bottom line: This rm 11828 is NOT needed and does not accomplish what the arrl states it will.
