I am writing to oppose RM-11828. Since becoming an Amateur Radio Operator, I have seen the elimination of two license classes, and the removal of Morse Code as an licensing requirement. With the license structure in place today, it is not difficult to gain entrance to and to climb the license class ladder from Technician to Amateur Extra. If an Amateur wishes to utilize the additional privileges and benefits of what a higher class of license offers, then he/she can put forth the effort to study the question pool of those elevated classes, and pass those tests. I believe that giving Technician class operators more HF priviliges without those same operators showing proficiency in what they currently have access to will be a step in the wrong direction for the Amateur Service.
