I am vehemently opposed to this proposed rule adding to the technician level license. What incentive will there be for technician class licensees to further upgrade if all of those extra frequencies are just given to them? It's apparent to me, and should be to others as well as the ARRL members that put forth this proposal, that if half of the licensed amateurs in the US are technician class licensees then they are either studying to upgrade, are not interested in upgrading, or are just incapable of upgrading for whatever reason. People tend to respect what they have to work hard to earn much more than people that are just given the same thing without any work, time, or energy to acquire the thing. To this day I remember the thrill of finally passing the 13WPM code test and general written exam and driving home to make my first contact on 75 meters with my callsign followed by “temporary AG”. I also remember the gents on frequency all telling me congratulations, and inviting me to “come back and visit any time.” Of course, before I ever made a contact on the lower HF bands I listened. I listened to nets to learn proper net procedures. I listened to 2 or more hams in round-table conversations to learn more about my hobby, and those involved in it. I still listen much more than I talk, and I am hearing more foul and indecent language, poor operating procedures, and intentional jamming and other unlawful operations with seemingly little to no consequences to those involved. Giving away half of our General class 80,40, and 15 frequency allocations to those that have showed little to no interest in making the effort to EARN those privileges will probably not help the situation. Indeed ladies and gentlemen, make the Technician class licensees get their expanded frequency allocations the old fashioned way. Make them earn it!!! 73 Greg “Gus” Anderson WØGUS
