I was first licensed asWB5HKK in 1972 and currently licensed as an Amateur Extra class, WB5DO. I have been an Amateur VE since the late 80 s and have served as a Regional coordinator for the Laurel VEC. First, a narrow band FM sub-band in the 70 cm ham band is a good idea with or without a new license class. It promotes the use of modernized standards and interoperability during times of emergencies with all stake holders in the event. The need for radio operators in the time of emergency can become great. To have first responders and other incident command personnel integrated into the amateur radio service would be beneficial to the mitigation of such an event. A new entry level license would be beneficial in recruiting these operators. The new operator class should be integrated into the VEC program and probably operate on the premises of the old conditional license. An examining volunteer should request a test from a VEC, administer , and return it for grading and processing. The VEC should make it available for a normal testing secession. On line testing should be at the discretion of the VEC. I believe this new license class should make use of the whole amateur community as a mentoring tool to improve the radio art. I believe that narrow band sub-bands should be included in this license in the six and two meter bands for this license class.
