I fully support this petition as the identified problems are real and effect amateur radio negatively.  Bandwidth limitations need to remain on ACDS for the protection of other stations.  Most ACDS stations do not use "busy detect" on their modems because the primary ACDS users, Winlink, were never able to get it working properly.  

The requirement to ID in a readable form is essential.  A simple ID in CW after a transmission ends could be made part of the software used. Other methods as mentioned in the petition are adequate as well.

In summary, I support this petition.  Not part of this petition is my desire to see digital voice on amateur radio be relegated to the digital/rtty subbands limited to 2kHz. As cellular providers know, data and voice are all digital today and sre handled as such.
