I disagree with and oppose RM-11831.  I support the motion to dismiss RM-11831.  

I am a licensed amateur operator with call sign W7OVN, holding an extra class license. I instruct classes for prospective ham radio operators and am a Volunteer Examiner administering the exams.

I am also an Assistant Emergency Coordinator, for the Douglas County Oregon ARES unit.

I am also a local Search and Rescue Volunteer.

The modes and platforms involved do not interfere with other radio operators and are absolutely essential for public safety communications.  Besides opposing this motion, I encourage the earliest possible adoption of Pactor IV to further enhance this national and worldwide radio communications resource.
