WE DO NOT SUPPORT RM-11831! I support the MOTION TO DISMISS RM-11831 AND PETITION FOR RULEMAKING and instruct this body to approve this MOTION TO DISMISS RM-11831 AND PETITION FOR RULEMAKING. As an emergency communications communicator, I work with NGO's such as the AMERICAN RED CROSS, ARES, CERT, my local hospital and other NGO's and "the people" when normal internet or telephonic communications are not available AND where information needs to be transmitted in and out of the dark geographic areas affected by an emergency. WE have all spent many millions of dollars collectively as volunteers and as agencies to develop assets to provide necessary commination's that RM-11831 will defeat, when the lights go out, when the cell towers are not working, when we are on emergency power, HF Winlink for data and HF for voice are our tools for communications, in and out of our area, they are effective and comply with FCC rules and all the other points outlined in the MOTION TO DISMISS RM-11831 AND PETITION FOR RULEMAKING. Upon reading RM-11831 I had to ask myself, if an enemy wanted to defeat "the peoples" ability to communicate in times of emergencies, this is the kind of action they would propose, one that disrupts a well rolled out emergency communications plan and an effective hardware infrastructure that is in place, working and being tested daily by the people, that can, does and will bring order in the midst of the dis-order that occurs in emergencies of all kinds; by providing effective communications. This NOTICE is not a request from "we the people", this is an INSTRUCTION from "we the people"; APPROVE THE MOTION TO DISMISS RM-11831 AND PETITION FOR RULEMAKING! !
