I Strongly oppose RM-11831 and urge a dismissal of the filing.  Digital radio communication is an important step in consolidating users and radio use into available spectrum.  Digital is also becoming a vital tool used by current first responders in the search and rescue community as well as those planning for Emergency Communications for disaster preparedness.  Finally, we should align our policy and rules to match ITU standards, which RM-11831 would separate us.
