I am in strong FAVOR to provide a small portion of ALL amateur bands for all classes. The higher the license you have the more spectrum you are allowed to be in.  To not be able to operate on the most popular HF bands limits the technicians in ways that does not help them understand the HF portion of the hobby. All modes should be allowed within a small slice of spectrum per band. 

We should favor more people on the bands over requiring tests to see if one even enjoys operating on those bands.
