I oppose the RM-11831 Petition for Rulemaking.  I am amateur ham radio operator
KG7VJW and have volunteered countless hours for the City of Tukwila WA's
Emergency Management Dept.  We use both Winlink and D-Star both of which per my 
understanding of RM-11831, would be banned by the FCC. Please throw out RM-18311
in its entirety.  Thank you for taking my comments,
