Regarding CG RM-11831 Good Day. I am General Class Amateur Radio licensee, KI4MPC. I have used both Winlink, and, before my General Class license, Sailmail, during offshore travels. It was done through a Pactor modem specifically designed for the purpose of digital communication over High Frequency Radio. The requirements of the proposed regulation change under CG RM-11831, if implemented, would mean that I would no longer have the right to that communication medium, as it would impossible, or at minimum, impractical, for Pactor to comply with the new regulations. Amateur Radio serves the world in many ways and to remove this, the almost-sole means of digital communication for most blue-water cruisers, from the US market would be devastating.
