I am a volunteer with the California Governor’s Office of Emergency Services.  We use Winlink in our State Operations Communication Center for digital communications with our California counties.  Winlink has been an important vehicle for communicating with shelters at the recent California fires as well as with the evacuation of the City of Oroville because of the potential emergency spillway failure.  Digital communications provide the most accurate and quickest form of logistic information in a disaster.  We need Winlink. Please deny the petition.
