I oppose RM-11831. Located in Hawaii, separated from the mainland US by 2,500 miles, we are in great need of reliable, robust communications to serve and facilitate with emergency management agencies during emergencies and disasters. We are developing and building upon amateur radio-based systems that can forward emails on behalf of the community and emergency managers on various islands that also have mountainous terrains. We have found that in the hands of skilled technician operators, these emails can send messages on behalf of served agencies faster and more reliably than voice or FLDIGI messages. We are using Pactor-type modems to increase our reliability and throughput beyond standard AX.25 and Bell 202 Modem technologies. RM-11831 would invalidate the personal investments and efforts that individuals, including myself, have made to further our community goals. We find RM-11831 contrary to our goals.
