As a member of a public service organization providing emergency communications to hospitals and healthcare facilities, I oppose this rule change. 
Requests for resources for healthcare facilities can be complex and beyond the capablities and efficiencies of voice communications. Digital communications such as Winlink are vital to ensuring accuracy of requests, and potentially life-saving in critical emergency situations. Please reject this proposed rule.
