I am an amateur radio operator, and a participating member of my local ARES team, and I strongly oppose the proposed rulemaking Docket RM-11831.

I do support open source software and communication standards, however I believe that implementing this rule, and blocking digitally encoded and unencrypted transmissions is not a suitable way to further the amateur hobby, attract new hams, or support open source standards. Should this ruling pass, my ARES organization ability to communicate during a disaster will be severely hampered.
