I am both an amateur operator (KI6FWB) and a licensed maritime captain. I believe the proposed changes in RM11831 will adversely affect bluewater cruising boats relying on the use of Pactor modems for communication and offshore weather information. It would also have a severe impact on warnings as well as emergency & safety information commonly using these bands. The use of the Pactor protocol on the Winlink network is a valuable and essential tool to many motor and sailboats travelling in blue water and outside the range of cellular networks. In addition to boaters using this digital mode for non-commercial purposes the Amatuer Radio Community uses this mode to support FEMA during natural disasters. Eliminating the Pactor protocol would have devastating effects to the Winlink Network and it's role in protecting sailors and disaster victims when communication is needed most. I strongly disagree with the proposed changes. Thank you for allowing me to voice my concerns.
