New Wave Net is a wireless ISP that operates in rural areas in 12 counties in Central IL. We support the WISPA proposal to expand the definitions of sites and equipment covered under OTARD to include hub/relay sites. This can be a major help in expanding coverage to unserved rural areas. As an example one of the counties we operate in, Putnam County, IL has an unreasonably high tower permit fee of $25/ft which means the price of the permit in many cases exceeds the cost of small towers needed at a customer location to get signal above the trees. We find this to be an unfair situation as the phoone company only needs to pull a $50 permit to bury cable in the road right of way. Allowing us to put repeaters on existing structures without high permit fees will give us another option to expand services to customers.
