The request to allow silent telemarketing calls under the pretense that it is not a telemarketing call if the phone does not ring is ludicrous.
We already have exceptions for political parties and businesses with previous relationships and these are already annoying and expensive.
I do not have u8nlimited minutes (I am probably in the minority in that regard) and silent calls cost me just as much money as those that ring.
Even if I did have unlimited airtime, I still would not want these types of calls if I have entered my number in the DO NOT CALL list.
If anyone wants these types of calls, they can simply remove their phones from a DO NOT CALL list.
