I strongly urge you NOT to allow direct-to-voicemail robocalls. Spam directly in my voicemail is no less disruptive or intrusive than spam phone calls - just harder to filter and ignore. They will take up capacity, force us to listen to them to determine they are spam, waste time and effort, and generally frustrate us with no benefit to anyone except the entities sending them. They should be controlled exactly the same way that phone calls are - subject to no-call lists, subject to anti-spam and harassment regulation, etcetera. Any such contact should be opt-in, not opt-out or uncontrolled, to protect the freedom of people like me from harassment and wasted time by entities such as companies and political parties trying to exploit me.
