The FCC should NOT allow companies to leave messages without causing a recipient's phone to ring.  In order to leave a message, they 
clearly have to "make a phone call".  These actions should fall under existing limitations on telemarketers.

Of course, you'll ignore these comments just like you ignored the hundreds of thousands of comments in support of net neutrality, 
and DIDN'T ignore the clearly bogus duplicate comments left by automated processes.
