Eight "cable_block_list-txt-#.txt" files accompany the "Declaration of Glenn Woroch and Robert Calzaretta
in Support of USTelecom Petition for Forbearance" submitted to the Commission on May 6, 2019.

These files contain a list of census blocks with cable facilities according to the Fixed
Broadband Deployment Data from the FCC's Form 477 as of December 31, 2017.  The technology codes
used to identify cable presence are 40, 41, 42, and 43.  Also included in these files is an indicator
for whether the maximum advertised downstream bandwidth available in the block via cable facilities
is greater than or equal to 25 Mbps.  "Y" indicates these speeds are available in the census block, while 
"N" indicates that these speeds are not available in the census block.  Lastly, these files contain 
information on the population and households in the census block according to the 2010 Decennial 
U.S. Census available from the Census Bureau.
