I ask that the FCC please do not let marketers ruin yet another medium of communication in America.  It is preposterous that these marketers would try to argue that leaving a voicemail does not constitute a call.  To allow these people to harass Americans in this way is not acceptable.  Please do you job of making sure Americans can communicate efficiently without undue burden from marketers and other scam artists that plague the public.
