The internet has successfully progressed from a limited military tool to an internationally accessible information, marketing, and communications tool in less than a half century. Instead, this proceeding attacks the very core of what is right about the internet. This proceeding will inevitably have an adverse impact on what the people ISPs serve need and require. This proceeding must be stopped, and replaced with thoroughly researched proceedings that address internet scams, misuse of identities, illegal access to end-user information for political and illegal means.
