Reply To 10-71 Dear FCC, I would like to give out my replies to the NAB's reply comment filed August 4, 2017 about the part of eliminating exclusivity rules. The part where they say V. MODIFYING THE RETRANSMISSION CONSENT FRAMEWORK IS NOT DEREGULATORY AND WILL HARM LOCALISM. On Page 11 where the NAB claims that network non-duplication, syndicated exclusivity rules, and 25 year old Retransmission Consent is "neither outdated, unnecessary nor unduly burdensome, and modifying them would not be deregulatory." I have to disagree with the NAB's comment, this is the 21st century, not the 20th century. The Exclusivity Rules and Retransmission Consent has got to go, The National Association of Broadcasters don't care about Common Sense, they care about their bottom lines. But Localism is still important, especially in my own state. It's time to protect consumers from Broadcaster Blackouts once and for all. Also the NAB does not understand that people can't get over-the-air TV signals in all places of the United States, especially mountain areas. Once again. It's time to eliminate Retransmission Consent and Exclusivity Rules. Do the right thing. Thanks Spencer Karter Greenwood, SC
