Net neutrality is critical to our democratic process because it provides a wide range of educational and informational tools to everyone with access to the Internet. It is heavily used by public institutions such as schools and libraries and the students and patrons thereof for online instruction, research, and communication regarding the institutions' services. The Internet is also used heavily by small businesses that provide customized and higher quality products than those available from large corporations. In addition, a significant portion of the Internet structure and operational design was built using tax payer dollars from which the current ISPs have benefited. So please continue to regard ISPs as common carriers under Title II.
