Attempting to claim that ISPs cannot improve the infrastructure to deliver on the promises of broadband, when some of the very fees collected are ostensibly set aside for this very reason is absurd. It is not news that high-speed internet plans offer up to a 97% profit margin for the ISPs, which takes this claim from "absurb" to "actively hostile towards customers". Lowering the bar to make delivering on the promises already steeped in the highest levels of sandbaggery that much easier is unacceptable. Government serves the people, not just corporate personhoods.
