Paragraph 82 asks for input on whether throttling should be regulated. I don't think ISPs should be able to use throttling to coerce content companies and punish the consumer who was promised and paid to use data from whatever site they choose. I don't want to go to the ISPs favorite services, and use a portion of the internet I purchased. Throttled websites are a crippled version of the advertised internet, and it's an unethical, faulty, untruthful, and unlawful business practice. If I pay a monthly fee to an ISP, that data is mine to use freely, not based on what the ISP chooses, based on large company bribes. This is a scam, used by ISPs to sucker companies into paying for the same data I already paid for. And in return for double dipping, they throttle my favorite websites. This isn't just false advertising and collusion, this is spiting the customer.
