Regarding proposal 17-199: I live in a semi-rural community approximately 10 miles from Lansing, MIchigan (the State Capital). The only affordable wireline internet is a DSL connection of under 3 MB/s (Frontier). Cellular data (Verizon with data caps), while available, is slow and dropped connections are frequent. I need to retain a standard landline telephone at home to ensure an emergency telephone connection. Reclassifying “broadband” to include cellular data would greatly inhibit efforts to have any alternate, faster, affordable broadband service brought into my area. Additionally I believe the proposal would be a disincentive to existing providers to upgrade their service.
