Lowering the definition of broadband speeds serves to hurt the consumer - and not hold ISPs to a reasonable level of service or speed.  My wife telecommutes every day for a living - reducing our home internet connection would make it nearly impossible for my wife to work from home - that would hurt our family significantly.  Aside from the hurt that we would feel, if we wanted to watch movies/shows online, it would negatively impact that as well.  My wife and I also play games online - it would hurt us there as well.  Stop pandering solely to business interests - without consumers, there will be no business to line your pockets with money.  The more hurt you put on average people, the madder they get - and average people will only be pushed so far, before they push back.
