Ted Rappaport, the Prince of mmWave, wrote with a request people file with the FCC support for his "NYU petition for declaratory ruling that section 97.113(a)(4) of the commission’s rules prohibits the transmission on amateur radio frequencies of “effectively encrypted or encoded messages...” 
Boaters and RV people want to take over the ham frequencies for secure communications, discouraging others. Ted got his start in electronics as a ham. Today, he and NYU colleague Tom Marzetta are the most important engineers in 5G.
