This proceeding would severely impact the rights of all citizens.  It would increase the cost of internet access and hurt small businesses as well.  Where I live I already only have one viable internet provider (Comcast) and if they gain the power to throttle or deny access to certain websites, or tell me I have to pay twice as much for the same full internet access I have now, I'd have fewer options, instead of more options, as they are proposing.
