We can't allow ISP's to charge more for needed services for some peopl. You can make your entire living creating videos on youtube, and paying a premium for access alone to that service will hinder most of the content creators who came there in the first place. We have people of all ages and nationalities using the internet to keep up with constantly changing trends and news. 

Imagine not knowing about a disaster becauese you don't have the subscription for news sites. What if your ISP wanted to charged you double your internet cost, just to use gmail? These would all happen if you passed the bill and it's tragic. Vote against it or forever be on the wrong side of history.
