I am an IT professional and a self employed consultant.  I believe the internet has become an essential utility and should be regulated as such.  I can not work without it.  Allowing ISP's to regulate my access is not acceptable.  I pay a considerable fee to my ISP for high bandwidth access and I assume they are making a profit.  I do not want them to be able to increase their profits by steering my access to services that pay them an additional fee.
