As a professor at a state/public university, I am concerned gravely about the lack of F.C.C. oversight of Internet Service Providers that all students (from elementary through graduate school) reply upon for access to educational informationÑon campus, of course, but especially off-campus since we live in an increasingly global and mobile world. Therefore, I urge the F.C.C. with the strongest of assertions to:

1. maintain a Òzero-ratingÓ for U.S. wireless providers
2. maintain Title II classification of U.S. telecom companies as public utilities
3. enforce ISP violations on a mandatory rather than ÒvoluntaryÓ basis
