This is in support of Title II regulations of the ISPs. ISPs are pass through hardware owners who should not be able to prioritize access to any specific content. Title II regulation is important as current costs associated with starting and maintaining an independent ISP are too high for an individual, or a small group of individuals. Much content made available via the internet protocol is generated and is produced by non-commercial entities and should be made available to other parties without any hinderance by the owner of the router hardware (i.e. the ISP)
