The technology exists for ISPs to erect their own 'extra-net' for the sole use of their customers. And on those nets they can charge whatever the traffic will bear. However, as long as their data is on public infrastructure, access to that data should not be constrained. Filtering, throttling or otherwise discriminating between types of traffic is for dictatorships.
