We are small rural WISP in central Pennsylvania where we deal with a lot of non line-of-sight customers that we have traditionally been unable to serve. Even though the major companies have received significant funding in the past to provide service to our rural areas they have failed to do so. We would like to serve these areas in this frequency band but it is extremely important that the rules allow us to compete. History has proven that when the major telcos get what they want they will still only implement their solution in high population density areas for maximum profitability. They will NOT serve rural and under-served areas. As such we request no more than 50MHz for PALs and we request the the geographical area of these PALs be limited in size to sensus tracts. Partial Economic Areas will make it impossible for us to compete for the licenses. If the intent is to serve ALL Americans then it is imperative that the new CBRS rules are friendly to WISPs and other small companies that are willing to do the dirty work in the rural areas of the country.
